Encoding problem

Windows XP SP3 EN, regional settings = EN (USA)
I write in Synopsis, Notes, Tags windows on Document properties Pane in RUSSIAN (cyrillic). I see it vell in Synopsis, Notes. I see abracadabra (wrong encoding) in Tags window.
and
I have in Synopsis, Notes, Tags columns this text in abracadabra.

Hi Igor,

Would you try to change all "country" fields in your system's regional settings to Russia? IIRC another user of Writing Outliner from Russia fixed the problem with that system setting change.

If I set russian in regional settings - I have no problem with encoding. But I can not set 'russian seting' every time when I use WO only.

See my images: The text was created in 'russian regional settings' is '????????' after re-loading in 'EN(USA) settings'.

See names of projects and documents in tree AND in Table of Contents are correct (in EN settings too).
